6. Educational Policy It is the government’s commitment to utilize human development as the core of national development by means of expanding compulsory education as well as providing other necessary public services to its citizens. Local authority participa- tion must be drawn towards educational administration in a manner which corresponds to local environment and the way of life. Modern technology is to be explored in order to enhance non-formal education until various remote and underserved areas can be reached. The welfare of teachers and educational personnel at all levels will also be improved. Such a policy is to be realized via the following measures:- 6.1) Access to education will be expanded to the pre-primary level age group whose development shall be nurtured in every aspect; 6.2) Compulsory education, within both formal and non-formal systems, will be extended from 6 to 9 years, while endeavouring to reach 12 years as soon as possible. Educational services, together with other necessary services are to be provided for learners at the same time; 6.3) Study grants and education loans will be made available for needy students who wish to further their studies; 6.4) The process of professional recruitment in science, medicine, enginee- ring and computing is to be accelerated to remedy the problem of personnel shortages in the fields which are crucial for national development in the future. An emphasis must be placed upon both-quantitative and qualitative aspects by way of enhancing the teacher-training capacity of higher educational and vocational institutions. The teaching/learning processes and various curricula must also be adjusted accordingly while co-operation with educational institutions abroad to promote technical exchanges and transfer is being encouraged; 6.5) The development and research work of higher educational institutions will be widely supported with the aim of applying the outcomes to socioeconomic reality; 6.6) Teaching/learning processes and curriculum development in harmony with the changes in the modern world will be strongly encouraged, with an emphasis on instilling in the learners analytical and synthetical skills and abilities as well as ethics and morality 6.7) The expansion of the work relating to nonformal education will include:- distance education via appropriate materials and technology, a system of mobile teachers, setting up animal museums and science educational centres, historical museum renovation etc.; 6.8) Through devolution, local authorities will be empowered to administer educational matters in a manner which is appropriate to the local lifestyle and conditions; 6.9) Cooperative educational participation will be drawn from the local community, the private sector and the parents association; 6.10) Access to education and occupational training will be expanded to enable the underprivileged and the handicapped to support themselves; 6.11) The administrative system within public higher educational institutions will be strengthened for maximum efficiency and autonomy, with the ultimate goal of attaining educational excellence; 6.12) Private participation in terms of investment, educational management and occupational training will be strongly promoted by means of relaxing rules and regulations as well as creating appropriate incentives; 6.13) Welfare and social benefits for teachers and educational personnel at all levels will be reformed so as to boost their morale, thereby creating a pride in their profession, while also strengthening their job security; 6.14) The standards of the teaching profession will be raised through supervising and monitoring the teachers’ academic, technical and ethical activities. Systematic and consistent provision of training will be available for in - service teachers, educational personnel and various teaching profession organizations.
